If you're outside the US, the options are Kindle and one of the German bookstore chain's machines. I've got a Kindle in Nicaragua. I don't see prices going up because I'm living in what the staff at the American Embassy call a third world country.

If you've got wifi at home, save the money on 3G unless you travel a lot, though if your 3G coverage is excellent, you might go that way as it's not a huge difference. Amazon sells books in all of your languages. Also, there are a whole lot of *.mobi files out there on Guttenberg Project, all readable with Kindles and Kindle.apps.

Saves amazingly on library space and with Guttenberg Project and Google Books, there's a ton of stuff out there that's free.
